III. MANAGEMENT OF HEALTH
SERVICES
1. Objective:
The sector of health in Rwanda underwent a radical reform. The main
component of this reform was decentralization of the management of
health services, where the districts and public health centers play a
key role. This reform of the health sector had very important
consequences on the daily work of health managers involved in the
planning and management of health services at all the levels of the
system. It is therefore appropriate to introduce and explain the
components of this reform of the health sector and their implications
on the every day work of the health district teams. The aim of the
program is therefore to provide the health professionals with required
knowledge and competence for rational management of the health
services.
The specific objectives of the program are notably the
following:
- Ensure management and advocacy of health programs with more effectiveness, in the context of the reform of the health sector
- Enhance knowledge, abilities and competence of supervisors at the level of the district on techniques of information and communication.
- Provide participants with required knowledge and competence for adequate management of financial resources, health information, staff and drugs.
- Provide participants with required knowledge and competence in order to ensure efficient planning, follow up and evaluation of health services in structures under their responsibility.
2. Target group
The target group to this program is mainly made of professionals
working in the health structures of the country:
- Health center: Supervisor of the health center; in-charge of the stock pharmacy and the retail pharmacy.
- District hospital: Head medical doctor of the hospital or the district; head nurse, administrator manager, in-charge of the retail pharmacy.
- Base of health district: Versatile supervisor, administrator manager, manager of the district pharmacy.
3. General organization
The training starts with an introduction to computer technology. It
then continues with an intensive and participatory training of 6 weeks
of theoretical courses and practical works related to each module seen.
A cohort of 25 participant is selected from the candidates who
apply.
4. Course program
This training program comprises 6 modules of 40 hours each. Every
module has a theoretical part and practical works allowing participants
to further practice the taught technical tools. The 6 modules are
presented in the table below.
