Paulin
Basinga, MD, MSc is a lecturer at the School of Public Health
and at the School of Medicine at the National University of Rwanda. He
also teaches a course in Medical Decision Making at the Institute of
Tropical Medicine (Anvers/ Belgium). Dr. Basinga graduated in
2002 from the Medical School at the National University of Rwanda with
a dissertation titled “Intuitive Versus Calculated Thresholds for the
Treatment of Tuberculosis in Rwanda”. He also holds Master of Sciences
in International Development with a focus on health from Tulane
University and is currently a PhD candidate studying International
Health and Development with a focus on Reproductive Health at Tulane.
His research interests include Program Evaluation and Quality Assurance
in the area of Maternal and Child Health and HIV/AIDS and general
health services. Dr. Basinga has been involved in research on health
services costing and insurances scheme implementation and evaluation.
He is a member of the technical working group for the implementation of
Performance Based Financing in Rwanda. Since 2005 Dr. Basinga has
been the School of Public Health’s lead coordinator for the World
Bank-financed Baseline Study for Impact Evaluation of Performance Based
Financing for Health Services. From 2002-2004 he was the Director
of the University Center for Public Health, a clinic dedicated to
providing basic health care and conducting public health research. Dr.
Basinga speaks French, English, Kinyarwanda, Kiswahili and Lingala and
he has a good knowledge of computer sciences.
